Is LM358 rail-to-rail?

The LM358 does not operate on rails. Because V+ = 3.3V in your design, your input common-mode voltage max must be less than 1.3V (V+ - 2). If the common mode voltage ranges are exceeded, the op-amp will not perform correctly and the output will become non-linear.

What is rail-to-rail comparator?

We introduce a simple new continuous-time CMOS comparator circuit with a supply-to-supply input common-mode range. To handle power-supply-valued inputs, this system employs parallel complementary decision routes.
